Need splitter to hear CB & Hwy Dept freq's from same antenna

I've tried a 102" whip with no coils for all the below freqs and it works great and my scanner & CB. The freqs also work on my Wilson 1000 but the hwy dept ones are only almost as clear as CB Ch 19:

27.185 MHz CB Ch 19 (AM)
--and--
45.100 MHz VDOT (FM)
47.320 MHz MD State Hwys (FM)
47.100 MHz MD State Hwys (FM)

How can I listen to these at the same time, or with some kind of splitter with a switch so I don't have to reconnect each time I want to hear one or the other? I'd like to use just a single CB antenna. The scanner has a BNC jack and the CB of course has an so-239 jack.
